HOME AND SCHOOL ASSOCIATION
CONSTITUTION AND BY-LAWS

 

PREAMBLE (Mission Statement)
This Association is a group of parents/guardians, teachers and administrators dedicated to providing quality programs addressing social, educational and spiritual needs of students and parents/guardians of St. John the Baptist Catholic School (SJS).   HASA serves to strengthen the link between the living room and the classroom.   In providing a cooperative support system this body will encourage and coordinate the developmental formation of a wholesome Catholic Community.

ARTICLE I - NAME
The Official name of this Association shall be: St. John the Baptist Catholic School Home and School Association.

ARTICLE II - PURPOSE
The purpose of this Association shall be:

ARTICLE Ill- Respect for Diocesan and School Policies
This Home and School Association shall respect the established diocesan and school policies as well as the practices as set forth by the pastor and by the school principal.

ARTICLE IV - MEMBERSHIP
All parents/guardians of students in SJS as well as faculty and school administration are eligible for membership in the St. John the Baptist Catholic School HASA.  All are encouraged to be actively involved in this association

ARTICLE V - EXECUTIVE BOARD AND OFFICERS
Section I - Officers of the elected Executive Board shall consist of President, Vice President, Secretary and Treasurer.  The Secretary and Treasurer position may be combined.  The positions of President and Vice President may be shared: thus creating the positions of Co-Presidents and Co-Vice Presidents

Section ll -Election of officers to the Executive Board will be held at the March meeting, with installation of new officers to follow at the end of the March meeting.  The term of all offices shall be one year. One member of the previous Executive Board shall be selected by the Board at the March meeting to remain in the capacity of advisor for the following term.

Section lll – At least one Executive Board member will be present at each HASA activity.

Section IV - The full Board will consist of President, Vice President, Secretary, Treasurer, Faculty Representative, and Activity chairpersons, with the Pastor, Principal and School Board Representative acting as advisors.

Section V - The President shall preside at all meetings of this Association, approve of chairpersons of all committees and activities unless it is especially provided or ordered otherwise, and shall exercise general supervision over all affairs of this Association.

Section Vl - The Vice President, in the absence of the President, shall perform all the duties of the President, and shall perform such other duties as may be delegated by the President.

Section VIl - The Secretary shall keep complete record of all proceedings and correspondence of this Association and Executive Board, and shall perform such duties as may be delegated by the President.

Section VIIl - The Treasurer shall receive all dues and other moneys of this Association, and keep an accurate record of the same, and shall make payment for all appropriately approved bills. The Treasurer must provide written information to the President of all checks written. An updated, balanced statement with year-to-date accruals against budgeted items will be presented at all general meetings of the Association for the approval of the general membership. This Association shall present a balance sheet from the previous year at the first general meeting.

Section lX - The incoming officers will assume their official duties at the conclusion of the March meeting. There will be a transitional period with both boards working together until the end of the scholastic year, which ends June 30.

Section X - The full Board may, upon majority vote, act in the best interest of the Association in all matters not specifically denied it by the Constitution or By-Laws, except, it may not endorse political candidates, or enter into commercial enterprises.

Section XI - In case of a vacancy in office, the Executive Board shall elect by majority vote, to fill that office for the remainder of the current term. No office shall remain vacant for more than thirty (30) days.

ARTICLE Vl - MONEYS
Section I - The School Administration will collect the dues of the Association as part of your registration fee and will pay them to the Association prior to the first general meeting.

Section II - All expenditures in excess of $100.00 (other than previously approved budget items) must be approved by majority vote of the Executive Board.

Section III - Plans for the budget shall begin in March, then finalized upon completion of the prior scholastic year’s bookkeeping in June (after reconciliation of the June bank statement). The ending balance from the June bank statement will be the beginning balance for the incoming Association.  A formalized list of activities and accompanying budget will then be submitted to the School Board for approval. The Executive Board will then present the budget to the general membership at the September meeting.  Adoption will be by majority vote of the members in good standing in attendance.

Section lV - Receipts for all purchases will be submitted to the Treasurer.

Section V - The School Board of SJS shall perform an annual, independent financial disclosure of the Treasury, which shall be made available upon request.

ARTICLE VIl - MEETINGS

Section I - The St. John the Baptist Catholic School HASA shall meet six (6) times a year, those times being September, October, November, January, March, and April.
Section II - The Executive board shall meet the week prior to the general meeting and as often as deemed necessary by the President. Meetings with Activity chairpersons will be called as necessary.
Section III - The Executive Board may call a special meeting of the St. John the Baptist Catholic HASA at any time when it is deemed necessary by the Board.
Section IV - All meetings of this Association shall be conducted according to simplified parliamentary procedure per Robert’s Rules of Order.

ARTICLE VIIl - Actiity CHAIRPERSONS
Section I - Activity chairpersons will be responsible for the planning and execution of a specific HASA function or activity.  HASA members may volunteer to chair any activity set in the annual calendar; with the exception of monthly HASA meetings.   These volunteer positions will be reviewed annually and will be held by members in good standing of the St. John the Baptist Catholic School HASA.

Section II – Executive Board will supply guidelines and activity budgets to each Activity Chairperson.

Section III - Activity chairpersons will be responsible for submitting general plans for the execution of their particular activity to the Executive Board prior to the activity taking place.  After completion of chairperson’s role, a summary/evaluation sheet will be submitted to Executive Board.

Section lV – If there is no Activity Chairperson and/or ample amount of volunteers to run a scheduled activity, then that activity will be cancelled for the calendar year.

Section V – One month before an activity is scheduled to take place, the Executive Board will assess the number of volunteers and determine by a majority vote if the activity will take place.

ARTICLE lX - NOMINATIONS AND ELECTIONS

Section I - Nominations will be solicited and accepted in writing and submitted to the St. John the Baptist Catholic School HASA’s President anytime up to two weeks prior to the March general meeting. The President will present a slate of officers to the Pastor and the Principal, subsequently to the general membership for approval at the March general meeting.

Section II - Only members in good standing shall be eligible to vote. A simple majority in attendance will carry.

ARTICLE X - AMENDMENTS
These By-Laws may be amended at any general meeting of the Association by a majority of the members present in good standing, provided written notice of this amendment has been sent to all members in good standing.
